Zhang Qinglan, female, Han ethnicity, was born in March 1969. She has an on-the-job undergraduate educational background and is Member of the Communist Party of China.

Zhang currently serves as Director of Political Division of SCFRI and Member of CPC SCFRI Committee, at the county level.
